Promotional Covers have been made for shop to promote games before their launch day. Most of the time, the covers were put in standard cd cases.
Today, I will show you some JPN Promotional covers for Sega Saturn. There were a lot! In fact, probably the same amount of games released, plus with some variations and unreleased games. First type of these Promotional Covers: a complete cover with back and front on the same side of the piece of paper.

Sometimes, the cover is not the same as the final release, so you may called them "proto/beta" covers:
